Swine Flu Video – Closed Captioned
Swine Flu Video – Closed Captioned
There’s a very good video about swine flu which has closed captions. It features Joseph Bresee, M.D., Chief of the Epidemiology & Prevention Branch in the Center for Disease Control’s Influenza Division. The video runs approximately 5 ½ minutes. To start the captions, find the box at the far right on the bottom of the screen which has an arrow icon. It will give you a “CC” symbol to click on.
The video tells you what swine flu is, where it comes from, what the symptoms and treatments are and how long people with swine flu can be contagious. Dr. Breese gives information on what steps to take to avoid catching the virus, what to do if you think you have become infected, and warning signs that should lead you to seek emergency medical care.

Louisiana School For The Deaf Uses ACTi-Powered IP Video Surveillance Solution

Educational institutions across the globe are expanding their security and surveillance capabilities. In Baton Rouge, La., the Louisiana School for the Deaf is no different. The school has 18 buildings stretched over a 122 acre campus. Due to the scope and nature of the installation, it was decided that an IP surveillance system was the logical choice.
The system consists of 172, ACM-7411 1.3 megapixel IP cameras. The megapixel video allows for digital enhancement of images while the vandal resistant dome housing made it the best choice for the school environment.
The head end uses Milestone Enterprise central video management software running on three Intel servers with 18 Terabytes of storage. The network infrastructure is made up of PoE enabled Netgear switches on a dedicated 1 Gigabit backbone to allow for maximum throughput of the megapixel video.
The school board chose ACTi’s partner, Latech as the system integrator for the installation due to the severe time constraints placed by the Louisiana Superintendent of Education.
“We were chosen because we could get the job completed in 30 days,” said Leland Wolf, president of Latech. “We knew ACTi was the best camera solution for this project because they could deliver the hardware in the restrictive time frame provided.”
“It’s a better environment now,” said Liz Moore, acting director of the state’s Special School District. “It’s safer and we’re moving education in the direction it needs to go.”
The $282,000 system went online in November, Moore said, and there have been no known incidents since the school’s reopening.
“When the guards notice anything suspicious, they phone a roaming security guard and direct him to the location,” said the school’s security director Willie Turner. “The cameras have helped out tremendously. Student behavior has improved because they are aware they are being watched.”

of Persons with Disabilities and will urge U.S. Senate to ratify the
Convention as soon as possible.

La Rehab Cuts Services
"As you are all aware, LRS received a mid-year budget reduction for SFY (state fiscal year) 2009. Therefore, at 4:30 pm today, April 13, 2009 cost services can only be provided to existing cases in Service status, referrals and new cases classified as Order of Selection Groups 1 and 2. This means:
1. All order of Selection, Order 3-5, consumers in Eligible status who have not had IPE developed and signed by the consumer as of April 13, 2009 shall be placed in Delayed status.
Regional Managers are to compile a list of all IPE's that have already been developed and signed by the consumer as of April 13, 2009, but have not been either approved by the District Supervisor and/or had an authorization entered into AWARE, and submit the list, along with the last page of the IPE, showing the consumer's signature. This list is to be forwarded to Ken York, Assistant Director, by close of business, Thursday, April 16, 2009.
2. Counselors can obtain diagnostic services on both new referrals and on Consumers in Applicant status. However, counselors must use prudence and justice in authorizing additional diagnostic services. Every effort should be made to obtain and use any appropriate existing information.
3. Eligibility decisions are to be made on all new referrals and existing cases in Applicant status. Those cases that are then determined eligible for Order of Selection Category 1 and 2 can be moved to eligible and Served. Those cases determined eligible in Order of Selection Categories 3-5 must be moved to Delayed status.

In accordance with R.S. 49:950 et seq., the Administrative Procedure Act, the Board of Elementary and Secondary Education amended Bulletin 1191¯School Transportation Handbook, §2511, "Transportation of Students with Special Needs by Other than a Regularly Equipped School Bus" Special School District and the Board Special Schools submitted the revisions to be incorporated into the document which add a transportation option for transporting students with disabilities in these facilities. Current policy requires the use of a school bus when any student needs to be transported under any situation. There are several concerns with this policy, including financial cost, efficiency, and the social stigma attached for students. For example, if one student needs to attend a counseling session off campus, the school would have to utilize a school bus to transport that student. The department drafted language to address this issue; the legal staff has ensured the language is not in violation of existing state and federal guidelines.

Marvin Scott Perkins (Updated information)

Marvin Scott Perkins, 81, of Alexandria, passed away Wednesday, April 22, 2009 in Naomi Heights Nursing Center.
Mr. Perkins was a graduate of the Louisiana State School for the Deaf. After graduation he served as the boy's counselor at the Iowa State School for the Deaf; was later employed at the Texas School for the Deaf. He was past President of the Louisiana Deaf Association. Mr. Perkins continued his career working for the Oakdale and Bunkie newspapers before being employed by the Town Talk for 30 years.
He is preceded in death by his parents, Julius and Ida Perkins; his wife, Develia A. Perkins and two brothers, James Carlton Perkins and Rufus J. Perkins.
Marvin Perkins is survived by: his siblings, Carmen Carroll of Alexandria; Quinton Perkins of Gardner; James Morse and wife, Carolyn of Gardner; numerous nieces and nephews
Visitation will be held from 8:30 a.m. until time of service Friday at John Kramer & Son.
Pallbearers will be: Quinton Perkins, Jr., Denton Perkins, John Perkins, Marvin Earl Carroll, Trey Perkins, Gary Perkins and John Cain.

HOUMA — When 17-year-old Sadie Snyder of Houma graduates May 15, the stage she’ll walk across will be far from her native Terrebonne Parish.
That’s because the ceremonies — including her own valedictory speech — will occur at the Louisiana School for the Deaf in Baton Rouge.
Although Sadie is receiving her school’s highest academic honors, she’s not all bookworm.
Sadie is captain of her school’s basketball and volleyball teams, and she enjoys outdoor activities like riding four-wheelers and spending time in the water.
“She loves to water-ski,” said father Ed Snyder, who described her as a natural. “She has been water-skiing since she was 5 years old.”
Sadie is the youngest of five siblings, and the only girl.
Like Sadie, two of her brothers lost the ability to hear in early childhood.
Daniel and Jordan, ages 23 and 19, also graduated from the Louisiana School for the Deaf.
Daniel was valedictorian when he graduated in 2004.
Their parents said the children have developed in very different ways. Sadie is the most
studious and responsible student, they said.
When she comes home from Baton Rouge for the weekends, she completes homework on Friday so that it doesn’t hang over her.
Melanie Snyder, Sadie’s mother, said her daughter’s penchant for responsibility is particularly apparent at the rented house where the girl stays in Baton Rouge.
“We always had adult supervision there,” Ed explained. “But we always said Sadie was like the mom of the house.”
“She fusses at us if we leave a mess,” Melanie added.
Though she likes history and reading — right now she is reading the Twilight series — Sadie said her real passion is sports.
Her school plays against other small Baton Rouge teams, and travels to meet the teams of other deaf schools across the country.
Sadie’s parents said her athletic recognition includes numerous all-tournament honors.
Sadie said she hopes to continue with sports in college.
Though she is not sure what she wants to study, Sadie does know where she wants to go: Gallaudet University in Washington, D.C.
Founded in 1864 by an act of Congress, the school’s Web site says it is the “world’s only university in which all programs and services are specifically designed to accommodate deaf and hard of hearing students.”
The school is costly: tuition, fees, room and board pile up to more than $10,000 per semester. But Sadie received a partial scholarship, and her parents are hopeful she will be able to attend.
“We’re going to do everything we can to try to get her to go,” Melanie said.
But Sadie — who is equally at home on a pair of skis, in the classroom or on the volleyball court — seems likely to excel wherever she ends up.
“She just enjoys doing everything,” Melanie said.

YOUNGSVILLE - A Mass of Christian Burial for Mrs. Harold J. Broussard, the former Mabel Simon, 75, will be held at 11:00AM on Monday, April 20, 2009 at St. Anne Catholic Church with Fr. Jason Mouton officiating. Visitation will be held at David Funeral Home of Lafayette on Sunday, April 19, 2009 from 9:00AM until 9:00PM with a recitation of the Rosary at 7:00PM. Visitation will resume on Monday from 8:00AM until time of services. Burial will take place at St. Anne Cemetery.
A native and resident of Youngsville, Mabel passed away at 8:50AM on Friday, April 17, 2009 at a local hospital. She was a loving mother and grandmother who enjoyed cooking and staying home to take care of her family.
She is survived by her daughter, Karen Babineaux and husband Howard of Youngsville; her son, Ronnie Broussard and wife Tammy of Youngsville; her grandchildren, Kristy Bass, Tyler Romero, Colby Romero and Matthew Broussard, all of Youngsville; two great-grandchildren, Brooklynn Romero and Carter Delphin, both of Youngsville; and her sister, Cecile Langlinais of Youngsville.
She was preceded in death by her husband, Harold J. Broussard; her parents, Mayo and Louise Hollier Simon; her daughter, Cheryl Bass; and her brother, Roy Simon.

BATON ROUGE, LA (WAFB) -Blind students could soon go to school on the same campus as deaf students, thanks to Louisiana's budget woes. Legislators largely endorse the idea of merging the two onto one campus. They say it could save significant money and prevent program cuts. But, some legislators are concerned about what it will mean for students safety.
"I'm concerned about that...very concerned." Pat Smith is a former East Baton Rouge school board member, now state representative. Both the Louisiana School for the Visually Impaired and the School for the Deaf are in her district. Smith likes the idea of combining campuses but only if the School for the Deaf has transformed it's security and it's policies. "I'm really hoping they've thought this out."
You may remember, there have been numerous allegations of sexual abuse and misconduct among students and administrators in recent months. State superintendent Paul Pastorek said in October of last year he wants to train more staff to help deal with any future situations. "Probably the biggest issue for me is the lack of proficiency in American sign language. " said Pastorek in an interview from October.
Now, in a budget committee hearing, legislators say Pastorek has still not done enough. "The staff and everyone at the school was to have the ability to communicate with students and seems to me you've not done that." said Smith. "We still are working on training people to be fully certified in sign language." said Pastorek.
But Pastorek feels enough progress has been made to ensure someone nearby will be able to communicate with students in emergencies. He says that a fixed time-keeping system, new alarm system and monitoring system make the Louisiana School for the Deaf ready to welcome visually impaired students. "We believe the risks are manageable and have security systems in place to be able to maintain the safety and security of kids." said Pastorek.
Representative Pat Smith is not convinced. She's also concerned that there is no current director for the deaf school. Smith says the acting leader, Kevin Lemoine, does not know sign language and was recently fired as Zachary High School's principal. "Having a director is important because that's the leader of the school, no different than any other school."
State superintendent Pastorek says Lemoine is learning sign language. He also says it could take another year to find the right permanent director for the deaf school.

Confusion turns into violent traffic stop for deaf man
April 8, 2009 FORT WORTH - A deaf man ended up with a broken nose after he found himself in a struggle with a Fort Worth police officer.
While the incident happened over one year ago, the video that captured it was just released.
It began with Christopher Ferrell, 43, being pulled over in his maroon sedan for speeding.
Ferrell reached for his identification to inform the officer of his disability.
"He is deaf," said Paul Goetz, Ferrell's attorney. "He is hearing impaired."
But, Officer J.A. Miller said he was concerned Ferrell was reaching for a gun. Miller withdrew his gun, grabbed Ferrell, swung him around and slammed his head into the rear windshield.
"He was trying to show his identification to the officer so that the officer would know that he was simply unable to communicate with him on a normal basis," Goetz said.
Ferrell was then forced into the car.
"It did break his nose," Goetz said of the incident. "There was a lot of blood."
Fort Worth police did discipline Miller over the incident.
"He was suspended for two days without pay for rough handling Ferrell, and for bumping the back of his car," "Miller is currently appealing this decision."
"This isolated incident doesn't reflect the professional quality service that the Fort Worth Police Department provides to the citizens of Fort Worth," said Sgt. Pedro Criado, with the Fort Worth Police Department.
Sgt. Criado said officers now have access to language interpreters who can get to a scene within 30 minutes of a traffic stop.
While Fort Worth did not admit liability for the 2007 incident, the city decided Wednesday to pay $50,000 to Ferrell to stop a lawsuit that could have ended with a heftier price tag.

What is iTransition College Camp?
A true-to-life college experience in which students learn how to function in a real college environment.
Students will learn to develop and implement appropriate postsecondary transition plans.
iTransition College Camp will increase students' knowledge of accommodations, assistive technologies, leadership skills, and other exciting aspects of college life. The program is open to
students from ages 16 to graduating seniors who reside in Arkansas, Louisiana, Texas, Missouri, Mississippi and Oklahoma.
At iTransition College Camp, Students will: Participate in workshops covering topics such as self advocacy, transitioning, assistive technologies, and college survival skills Interact with other students who have hearing impairment
Spend four days on a college campus
Participate in fun social activities in the Little Rock area
Develop an individualized, online e-portfolio to aid them in postsecondary transition

Focusing on professionals who are new to serving individuals who are deaf, hard of hearing, or deafblind, this 9-credit orientation program offers 4 weeks of intensive ASL instruction as well as information on such topics as the range of assistive technology, working with individuals with cochlear implants, and what practitioners need to know to better serve deaf, hard of hearing, and deafblind consumers. Selected applicants benefit from Rehabilitation Services Administration grant funding, which covers tuition and provides a $2000 stipend (a reduced stipend is awarded to those participants who reside within a commutable distance to WOU). The stipend can be used to defray housing and transportation costs, meals, etc. A long-form application and three reference letters must be submitted by April 1, 2009. PEPNet College Guide NOW ONLINE! PEPNet is happy to announce that the PEPNet College Guide, an online version of the publication College and University Programs for Deaf and Hard of Hearing Students, is now available at: http://www.pepnet. org/rescolguide. asp The College Guide joins the ranks of other online resources available to help students, parents, and guidance counselors search the locations, majors, and access services of hundreds of colleges in the United States. Only the College Guide, however, lists postsecondary institutions with known programs serving deaf and hard of hearing students. Each institution listed in the Guide participated in a national survey of postsecondary programs serving deaf/hh students. Some of these institutions may not have a program specifically for deaf and hard of hearing students, but all provide support/accessibili ty services for deaf and hard-of-hearing students. Because the Guide presents information self-reported by the programs, editors cannot assume responsibility for the accuracy of the information. For more than 30 years, Gallaudet University and the National Technical Institute for the Deaf (NTID), a college of Rochester Institute of Technology, collaborated on College and University Programs for Deaf and Hard of Hearing Students as a public service. In 2008, responsibility for the project, which is updated every two to three years, shifted to PEPNet. While previous guides have been published in booklet form (the twelfth edition is available through LuLu online publishing), PEPNet decided that an online version-renamed the PEPNet College Guide-- would make the information accessible to a broader range of users. PEPNet will update the Guide in 2009 by conducting a survey of postsecondary programs that provide support/accessibili ty services for students who are deaf or hard of hearing.
